GENERAL DEFINITION OF WORK:
Performs difficult technical and administrative work assisting with a variety of office assistance and complex administrative tasks; does related work as required. Work is performed under general supervision of the Planning, Code Enforcement, Zoning Director.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Overseeing accounting activities; reconciling accounts; acting as finance officer; preparing and maintaining fiscal records; administering annual budget; maintaining records and files; preparing reports.

- Plans and oversees the preparation and maintenance of accounting, payroll, travel, purchasing and fixed assets records for department.
- Creates informational and marketing materials, brochures, advertisements and digital presentations.
- Identifies, analyzes and resolves complex fiscal issues.
- Assists with the preparation, administration and tracking of the annual budget for department; prepares and administers grant funding.
- Ensures programs make efficient and effective use of resources.
- Analyzes and refines resource utilization; monitors programs for effective design; reviews new programs for effectiveness.
- Ensures compliance with federal, state, and local policies and procedures; monitors contract performance; ensures reporting procedure requirements are met.
- Helps department director establish fiscal priorities for department.
- Secures bids for major purchases and makes recommendations to the department director.
- Schedule inspections
- Issues permits upon approval of applications, types associated correspondence, collects fees, and prepare receipts.
- Assist property owners in applying for zoning and building permits.
- Attending Planning Board and Board of Adjustment meetings and handling the minutes.
- Receives calls and callers and walk in traffic; determines nature of business and handles questions or refers to proper authority for disposition.
- Handles OpenGov permit applications and processing.
- Responsible for maintaining and updating the department section on the County's website
- Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Comprehensive knowledge of standard office practices, procedures, equipment and secretarial techniques; comprehensive knowledge of accounting and bookkeeping practices and techniques; comprehensive knowledge of the organization and functions of the department and of general administrative policies and practices; ability to keep records and to prepare accurate reports from sources; ability to perform and organize work independently; ability to prepare effective correspondence on technical matters and to perform routine office management details without referral to supervisor; ability to establish and maintain effective working relationships with associates and the general public and to deal with public relations problems courteously and tactfully; skill in the operation of standard office and data entry equipment.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in business administration, accounting or related field and considerable experience in accounting or bookkeeping and office operations.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver's license valid in the State of North Carolina. Must be able to obtain notary certification within 9 months of hire.
