GENERAL DEFINITION OF WORK: 

Performs intermediate technical and administrative work assisting with voter registration and elections, and related work as apparent or assigned.  Work is performed under the regular supervision of the Elections Director.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Registering voters; assisting with clerical duties and support in the Elections Office; preparing and maintaining voter records and files.

  • Routine and technical knowledge of list maintenance of voter database including new registrations, death removals, felon removals, statewide duplicate removals and internal duplicate record review, match, verification, scanning all documents to voter records and merge of confirmed duplicates utilizing SBOE List Maintenance Procedures and forms.
  • Answer incoming calls and assist walk in patrons of the Board of Elections.
  • Processes candidate and party petitions; validates petition signatures,
  • Prepares reports for petitioner, obtains director signature and ensures office copy files are maintained according to NCGS 163.
  • Performs detailed searches for correct voter contact information to ensure that voter information including address, social security number and NC Driver’s license are correct. Performs voter outreach when mailings are returned by the US Postal Service to ensure that all voters contact information is accurate. Documents changes in voter record files.
  • Prepares and issues absentee ballot requests to voters, prints proper ballots and prepares packets for mailing to voters. In addition, performs voter absentee ballot return and check-in ensuring accuracy of verified signatures and/or notarization of packet. Maintains logbook for public records request and insures for the protection and security of non-public information.
  • Prepares candidate filing packets and performs data entry information into Election Setup database. Collects funds and receipts and ensures that funds are deposited to the bank and any supporting documentation forwarded to the County finance office on a daily basis.
  • Performs review of polling location accessibility with annual on-site visits and completes assessment forms. Documents and reports to the Director    any corrective action needed to ensure accessibility.
  • Participates with Director and Deputy in preparation for upcoming elections including media preparation for voting equipment, logic and accuracy testing, preparation of test decks, reconciliation of results as director uploads into election reporting system. Verifies accurate information and results.
  • Assist Director and Deputy Director with Post Election audits and organization of materials for Canvass of the election.
  • Has a thorough knowledge of current election laws and procedures and is able to provide to the public upon request.
  • Has the ability to extract data from voter records by building excel spreadsheets to meet the needs of the agency, perform crosschecks of DMV and NCDOC databases for voter addresses and felony status.
  • Executes wizard installation of SEIMS One Stop System Manager and prepares laptops for One Stop Operations.  Assist staff with any issues that may arise during the early voting cycle.
  • Performs routine updates to all CBE computer systems and laptops.
  • Maintains mapping of the county geocode system for voter registration purposes. Works closely with the Planning and Tax office in maintaining current and accurate records for voter registration purposes.
  • Assist other county agencies in dissemination of statistical data using Macros and building Excel programs for the needs at hand.
  • Assist Director with Election Day preparation of precinct materials, voter equipment, laptops and printers. Works closely with site managers of precincts to perform pre-election setup and post-election retrieval of equipment and supplies to be returned to storage.
  • Assist with Election Day Precinct Support throughout the county helping precinct officials open precincts, voter equipment startup and closing while the Director and Deputy Director perform in-house technical phone support as well as voter support.
  • Assist director with routine cleaning and organization of secure areas including one-stop, records and equipment storage rooms.
  • Participates in SBOE weekly webinars in addition to legislative webcast regarding election laws changes and administration, procedures and policies.
  • Works closely with SBOE Helpdesk to resolve IT issues relating to equipment and cloud-based programs.
  • Works closely with other counties utilizing Excel and Access to disseminate voter database information. Seeks input and implements to meet the needs of the Warren BOE.
  • Performs daily checks of Incomplete Voter Records (IQ), performs voter outreach and mailings as needed.
  • Performs voter registration drives at local High schools and colleges in addition to presenting to Civics Classes information about voter registration, voting laws and upcoming election events.
  • Provides assistance to the Director in budget tracking and reporting in addition to reporting to the Director any potential needs for line-item transfers.
  • Participate in SBOE trainings online and in person.
  • Create photo Id’s for voters upon request and track technical issues and repair as needed with photo equipment.

KNOWLEDGE, SKILLS, AND ABILITIES:

Thorough knowledge of standard office procedures, practices and equipment; general knowledge of Federal, State and municipal voter registration laws and regulations;  general knowledge of voting procedures and electoral processes, maintenance and protection of voting registration lists and records; skilled in use of computers;   ability to establish and maintain effective working relationships with the general public, other full time and temporary staff in addition to contractors and vendors for the Board of Elections; ability to type accurately and at a reasonable rate of speed; ability to follow oral and written directions. Able to follow written and/or oral directions and maintain daily operations of the Board of Elections in the absence of the Director and/or Deputy Director. Has a good working knowledge of the county, agencies, services and demographics of the county and is able to relate information via in person on by phone. Must be able to give presentations and comfortably speak to groups.  Ability to create and maintain accurate and complete files and to produce custom reports upon request.

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and some clerical experience of a responsible nature.  (Familiarity with windows operating systems and database maintenance is a must).

 

PHYSICAL REQUIREMENTS:

This is a semi-sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constant to move objects, and some light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping , and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines; determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

SPECIAL REQUIREMENTS:

Ability to obtain NC State Board of Elections certification in election administration within two year of employment. Possession of a valid North Carolina driver’s license.
