Department: CODE ENFORCEMENT
GENERAL DEFINITION OF WORK: Performs difficult technical and intermediate administrative work directing the enforcement of the building codes; does related work as required. Work is performed under general supervision. Supervision is exercised over department personnel.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Reviewing and approving building plans; enforcing building codes; making field inspections; maintaining records and files; preparing reports.

- Plans, organizes and directs all building code enforcement activities of the county.
- Supervises the operations of inspectors engaged in the checking of building plans, issuing permits for new work and alterations and related code enforcement activities.
- Directs inspectors engaged in the checking of plans for structural integrity and electrical, plumbing, mechanical installation and related code violations.
- Confers with and advises subordinates on technical and administrative problems.
- Confers with contractors, architects, engineers and others regarding construction codes.
- Conducts inspections on day care centers, schools, rest homes, foster homes, etc.
- Evaluates employee performance; counsels employees.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of mechanical and structural engineering practices as applied to the construction and inspection of houses, apartments and commercial and industrial buildings; ability to develop long? term plans and to evaluate work accomplishments; ability to plan, direct and coordinate the activities of employees engaged in various phases of inspection services; ability to establish and maintain effective working relationships with associates, local, State and Federal officials and the general public; ability to present facts and recommendations effectively in oral and written form.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school and considerable progressively responsible construction or engineering experience including some supervisory experience.
PHYSICAL REQUIREMENTS:
This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, crawling, reaching, fingering, grasping, and feeling; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat and hazards.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver's license valid in the State of North Carolina. Must meet and maintain minimum education and experience requirements for position as directed by the State of North Carolina. Must have level II or III NC Certification.
