GENERAL DEFINITION OF WORK:
Performs complex professional, managerial and administrative work planning, organizing, supervising and directing all recreation and parks activities for the County; does related work as required. Work is performed under the general supervision of the County Manager. Supervision.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Planning, organizing, directing and administering County-wide recreation and parks programs; administering departmental programs and budgets; coordinating work with County Manager and other departments; preparing and maintaining records.

- Manages the operations and direction for the department within the context of strategic goals and objectives, developing and maintaining policies and procedures pertaining to the department and in evaluating existing programs and services for the purpose of program development and improvement.
- Receives and investigates complaints, requests, or inquiries from the general public pertaining to departmental services and programs.
- Supervise departmental staff, including reviewing their work, instructing and program planning.
- Regularly inspects departmental park and recreation facilities to ensure conformance to maintenance and safety standards.
- Recommends development and improvements of park and playground areas and of structures and facilities to best serve the community.
- Evaluates the adequacy of existing parks and recreation facilities and works to secure needed alterations and additions.
- Meets with civic organizations and with individual citizens in order to learn the desires of the community and promote interest in recreation and park facilities.
- Prepares grants applications for departmental facilities, special events and programs; and ensures grant compliance.
- Outlines work to be done in order to have recreation facilities and areas ready for use in carrying out the program.
- Coordinates programs with and assists representatives of other groups in developing and extending recreation and allied programs.
- Prepares budget and revenue requests for Parks and Recreation Department; controls expenditures of appropriate funds; supervises preparation of reports and maintenance records.
- Attending necessary meetings.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of all phases of community recreation activities and administration; thorough knowledge of the principles and methods of park and playground planning and development; ability to develop and execute a well?rounded program of recreation activities; ability to cooperate with and interpret recreational philosophies to County authorities and private groups and agencies and the general public; ability to establish and maintain effective working relationships with governmental officials, volunteers, community groups, associates and the general public; ability to communicate complex ideas effectively, both orally and in writing; ability to prepare and present detailed reports. Ability to ensure park facilities meet ADA and all maintenance and safety compliance standards.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited community college with major course work in recreation and park administration or related field and considerable experience in the administration of recreational programs and in the development and planning of recreational facilities.
The following certifications are preferred but not mandatory: Certified Park and Recreation Professional, Certified Park and Recreation Executive, Certified Program Planner, Certified Playground Safety Inspector, Aquatic Facility Operator, and Certified Therapeutic Recreation Specialist.
PHYSICAL REQUIREMENTS:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.
SPECIAL REQUIREMENTS:
Possession of an appropriate driver's license valid in the State of North Carolina.
