GENERAL DEFINITION OF WORK: Assists in the performance of difficult professional and administrative work planning, organizing and directing the collection of taxes and the appraisal of property for assessment purposes; does related work as required. Work is performed under the supervision of the Tax Administrator. Supervision is exercised over department personnel.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Assists with planning, coordinating and directing the collection of current and delinquent taxes; assists with planning, coordinating and directing the appraisal, assessment and reassessment of property in the County; supervises subordinate staff; assists citizens with real estate assessment and delinquent tax problems; prepares and maintains tax payments, records and reports.

- Assists with the organizing of the mapping, real and personal property listing and assessing.
- Assists with the planning and execution of the billing and collections processes and meeting of deadlines.
- Oversees a variety of monthly, quarterly, and annual reports to be submitted to state and local agencies.
- Performs administrative and technical work in coordinating appraisal/reappraisal activities for the county.
- Reviews legislative changes and court decisions in the tax assessment, appraisal, collections, and other related areas and recommends adjustments and/or changes to methods and procedures as appropriate.
- Trains department staff.
- Assists the Tax Administrator with the annual budget and annual audit for the Tax Office.
- Measures and lists all new construction.
- Supervises and evaluates collection, listing, and appraisal staff.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of laws governing the administration of taxes on personal, business, and real property, and the collection of current and delinquent taxes; thorough knowledge of modern practices and procedures required in a tax office; considerable knowledge of the policies and procedures required of a tax collection function; considerable knowledge of modern office procedures methods of accounting; considerable knowledge of the organization and functions of county government; ability to plan, coordinate, and participate in the collection of taxes and related work; ability to interpret and explain laws, rules, and regulations; ability to supervise, train, and evaluate the work of employees; ability to develop and maintain systems for accurate tax listing, accounting, and collection; ability to analyze and utilize modern procedures, computer systems, and software for the collection activities; ability to communicate effectively in orally and in written form; ability to handle and counsel staff to handle the public in sensitive and controversial situations; ability to establish and maintain effective working relationships with County officials, other departments, employees, and the general public; ability to communicate ideas effectively both orally and in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from a two year college with major coursework in business, accounting, or related field; considerable experience in property appraisal, real estate, debt collection, loan office management, or related experience; efficient mathematical and problem-solving skills; minimum 2 years’ supervisory experience.
PHYSICAL REQUIREMENTS:
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
SPECIAL REQUIREMENTS:
Possession of required certification as a Real and Personal Property Appraiser from the North Carolina Department of Revenue within 2 years of employment; certification as a Real Property Appraiser from the North Carolina Association of Assessing Officers within 2 years of employment; certification as a Deputy Tax Collector from the North Carolina Tax Collectors Association within 5 years of employment. Appropriate driver’s license valid in the state of North Carolina.
