GENERAL DEFINITION OF WORK:
Performs intermediate technical work assisting the Parks and Recreation Director with maintenance and operations of department facilities and services; planning, coordinating, and directing a variety of recreation programs; and does related work as required. Work is performed under regular supervision of the Parks and Recreation Director. Supervision is exercised over the maintenance specialist and seasonal program staff.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Develops, recommends, and implements department policies and procedures, internal controls, and goals and objectives in accordance with departmental needs, County directives and legal requirements.
Recommends the hiring of department employees. Assigns work, supervises personnel, evaluates performance, and oversees training and professional development. Takes disciplinary action according to established procedures. Monitors the work of contractors.
Assists in the annual department budget process. Monitors the departmental budget throughout the fiscal year, assess capital needs, recommends capital improvements, and oversees the purchase of equipment and supplies.
Serves as a leader in the development of the Parks and Recreation Master Plan. Recommends capital improvements, monitors plan progress, and provides updates as requested.
Coordinates the use and maintenance of parks and recreation facilities and grounds with other County departments and community organizations. Plans for equipment, facility, and parks maintenance, operations, improvements, inventory, and repairs. Plans and directs the planting, removal, and care of landscaping on recreation property.
Establishes priorities and prepares detailed maintenance and repair schedules and specifications. Plan and implement Preventative Maintenance Programs for all facilities.
Maintains all necessary records in accordance with administrative rules, contract language, and legal requirements including State and Federal legislation and local ordinances and regulations. Prepares and presents department summaries as requested.
Monitors and evaluates park facilities and services, safety, patron satisfaction and current/future need of facilities. Oversee facility and park rentals and recreation equipment. Responds to public inquiries, investigates complaints, and takes corrective action as appropriate.
Keeps abreast of modern developments and evolving issues in public services through continued education and professional growth. Attends conferences, workshops, and seminars as appropriate.
Attends meetings, performs research, submits reports, and recommends policies and programs. Research questions dealing with current and long-range issues.
Supervise maintenance specialist performing playground repairs and becoming a Certified Playground Safety Inspector within 1 year of employment. Supervise staff performing with pesticide treatment.
Manage online registration for athletic programs and facility rentals. Including but not limited to: Creating new activities and program listings, updating, and maintaining registration information, creating team rosters, registration reports, and oversees email and mailing lists. Oversees the athletic leagues.
Balances and submits daily cash reports and deposits from satellite sites to administrative staff and trains staff at satellite sites in all procedures in cash handling, inventory, and deposit submissions.
Manages the operations and the staff of the seasonal outdoor pool and concessions at all sites.
Assists the Parks and Recreation Director in various day-to-day operations as needed.
Assists Parks and Recreation Program Manager in various day-to-day operations or with special events as needed.
Performs other related duties as assigned and required.
KNOWLEDGE, SKILLS, AND ABILITIES:
General knowledge of the equipment, protocols, and techniques necessary to successfully oversee operations of facilities; general knowledge of the methods involved in organizing, conducting, promoting, and supervising recreation activities; general knowledge of first aid methods and necessary safety precautions to be used in recreation work; ability to establish and maintain effective working relationships with associates, officials and the general public; ability to express ideas clearly both orally and in writing.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to a bachelor’s degree with major course work in recreation, physical education, or related field AND moderate experience in one or more of the major fields of organized recreation programs and/or facilities.
PHYSICAL REQUIREMENTS:
This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instructions to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme heat, and noise.
SPECIAL REQUIREMENTS:
Possession of a driver's license.
